Abstract

This research examines some of the limitations imposed by 4th Amendment search and seizure constitutional law regarding a proposed Wisconsin law. The presentation reviews Governor Scott Walker's proposal to drug test welfare beneficiaries before receipt of the benefits. It is used as a case study to Illustrate how his plan and similar plans are unjustly prejudiced, ineffective, and, perhaps most importantly, illegal and unconstitutional.
